Twenty percent of U.S. drivers can't pass the written test, according to a GMAC Insurance study

Some 41 million drivers – 20.1 percent of licensed drivers -- would not pass a written driver's test today, according to the fifth annual GMAC Insurance National Drivers Test.

About 76.6 percent of drivers know basic road rules, down from 78.1 percent last year, the survey found.
