Surrendering a thing to God means that we surrender to Him our thoughts about it. Often we surrender the outcome (Effect), without being willing to surrender our thinking (Cause). Since God Himself will not violate the Law of Cause and Effect, it's useless to place the Effect in God's hands without placing Cause there too. That's why we pray that His Spirit enter our minds and purify us of all fear-based thoughts. Giving God dominion within our minds this way then gives us dominion within the world.
